Starting an Apocalypse army from scratch is almost impossible. However you go about things, you will really need to begin with a small army that gets bigger with time. Apart from anything else, playing conventional games of 40k will help you get to grips with the rules of the game.
That said, if you're going for the whole "Apocalypse" feel then at least one Legenday unit is essential. Which you choose is really up to your taste and your budget. You could orkify a Baneblade or other Imperial superheavy tank. You could - of course - get yourself a Stompa. Or you could go for a Forgeworld piece, such as a Garganutuan Squiggoth or a brace of fighta-bomas.
Other than that, your best starting point for any Ork army is the contents of the Assault on Black Reach boxed set. Try to find a fellow player who wants Space Marines and swap your marines for his Orks and you've got the core of a great army for a fraction of the usual price. Check on eBay and you'll find loads more AoBR models up for sale at knock-down prices.
Once you get up to Apocalypse-scale battles, you have to think about tactics (somewhat - obviously, that's second to just having a laugh, but you'll have more fun if your entire army isn't obliterated in the first two turns). To dominate an Apocalypse battlefield, mobility is key. So plenty of trukks, battlewagons and biker boyz should form a mobile core of your army, loaded up (of course) with oodles of boyz and nobz.How do you start an Ork Warhammer 40,000 Apocalypse army?
You should begin with a strong warboss and a core of Boyz. Then you should experiment with army themes:
The 'Goff' Theme: Lots of Boyz. Big, 'Ard boyz. Big, 'Ard warbosses. Lotsa Big, 'Ard stuff. You can use the new "Da Green Tide" formation as a core for this apocalyptic army.
The 'Evil Sunz' Theme: Boyz in trukks. Boyz on bikes. Boyz wot go fast. "Da Evil Sunz is good at two fings, Goin Fast and Krumpin stuff. Dats why we'z so good at it"
The 'Bad Moonz' Theme: Big stuff wot costs lotsa teef. Lootas, Tankbustas, big gunz and expensive stuff.
Into any of these basic themes you can insert other unit types, like Stompas, or Nobz specializing in the theme. Gretchin are always fun, because at a 3000 point scale in apocalypse you could theoretically cover a 8' by 4' board with them :)
You can also create your own theme in an army. Some ones are the Mad Dok Grotsnik army where everyone, even the grots, are given cybork bodies.
The message I'm trying to convey is, in a nutshell, build a small core army, experiment a bit in regular games, then pick a theme and build around it. Usually, a typical ork apoc army will have 40-100 Boyz, Superheavies (The new Stompa Titan came out recently) and fill in the blanks. The tactics are the same:
