How are the mods for Warhammer 40k made?

I always see mods available for download for Warhammer 40k dawn of war (I not II) like the ones that make tyranids, wittchhunters and several new units available for play. What software is used to design those models?How are the mods for Warhammer 40k made?
The software used for them is the DOW modtools program, which can be downloaded here.

The god emperor be praised there are no mods they are just space battles taped and posted into simulations for training commanders in battle.
